I encourage anyone with concerns for an animals welfare, horse or otherwise, to contact proper local authorities.  While I am willing to provide assistance to animal codes enforcement officers in my area, please keep in mind that I am simply an individual with a sincere interest in animal welfare and AM NOT  to be confused, in any way, with an "enforcement agency".
